This is the result of two things.
1) a quick cash grab
2) Orson Welles ego didn't want Harry Lime to be such a monster. He wants to be a hero, but this story is so hard to listen to and care about. If Harry isn't forcing his attention on a woman, he is clearly hurt that a woman out smarted him. Child murderer just can't get the moral high ground.

On canon, especially during radio, before everything was recorded and made easily available, canon was really relegated to comic books, where there is a written canon. But even with comics, if you missed buying a comic, you missed part of that canon.

I really wanted Harry to get caught all through this episode. Welles is so sleazy, arrogant, and overbearing, I am so glad when he eats a bullet.
